Syllabus
Prerequisites: Some knowledge of Human rights is indispensable to properly take this course.
Target skills and knowledge: The course is offered thanks to an agreement between Save the Children Italy and the University Human Rights Centre at UNDP. The course will give to students an operational approach to children’s rights thanks to the participation of Save the Children’s experts . Each lecture is structured in an interactive way with practical exercises in class. For this reason regular attendance is strongly recommended.
The course will introduce students to the concept of children’s rights, focusing on the implementation of the UN Convention on the Rights of the Child (CRC): Students will acquire knowledge of the CRC’s guiding principles; of State obligations and of the monitoring mechanism of the CRC as well as of the role of NGOs. In this framework, students will develop a critical capacity to read and effectively use Government and NGO reports. The course will introduce students to the challenges of protecting children’s rights in practice, especially for vulnerable groups such as migrant children, and will involve them in exercises with the aim of providing basic knowledge about campaigning and lobbying for children rights.
The course will also focus on the importance of communication to lobby for children rights and developing a communication strategy.
A special emphasis will be put on educational poverty in Europe and Italy, and the programmes to address it.
Finally the course will enable students to apply a child-centred approach to analysing legislation, policies and practices of public and private actors in these fields.
Examination methods: Assessment has the following components:
1. a closed-book written test in class, in a session of one hour and half, on the scheduled dates during the exam sessions. The test consists of a concise text answering on three topics.
2. Attending students will be assessed also on the basis of their class participation and practical exercises held during the course;
3-. In case the closed-book test under 1 has a negative result, a student can take it again at the next exam sessions
Assessment criteria: Assessment criteria:
The closed-book written test is assessed taking into consideration: the level of knowledge acquired, the quality of argumentation, the clarity of exposition. Other criteria are: consistency of the paragraphs produced with the proposed topic, and completeness of information.
Class participation is assessed taking into consideration, among other things, the student’s effort and engagement while delivering presentations and participating in class exercises and his/her taking part in discussions in class or in the field visit.

1. Convention on the Rights of the Child (CRC)
1.1. CRC as a legal instrument : guiding principles of the CRC.
1.2. Monitoring the CRC: periodic report to the UN Committee on the rights of the Child and the role of NGO’s network.
1.3. Case study: Italy
2. Campaigning on Children Rights: how to communicate children’s rights issues to the public and create a movement to achieve cultural and political change
2.1. Domestic campaign
2.2 International campaign
3. Unaccompanied, migrants and refugee children: how to reform legal systems learning from field experience
3.1 First assistance and reception for unaccompanied foreign minors in Italy: a legal perspective and the field role of NGOs
3.2 Measures to protect children victims of trafficking
4. Educational Poverty: a European perspective and domestic programme in Italy to address child poverty
4.1. Definition of educational poverty
4.2 Data on child poverty in Europe: an intergenerational transmission of disadvantage
4.3 Save the Children Italy’s programme response: “Punti luce” and field visit to Punto Luce Marghera (Venezia)
5. Emergency response: a child rights’ perspective
5.1 Child-friendly spaces: the protection of children and adolescents in emergency situations in Italy
Some modules of the course will be developed as practical exercises.
Planned learning activities and teaching methods: Planned learning activities and teaching methods:
The course consists of lectures and expert seminars held by Save the Children Italy staff. Experts will be invited to cover, in particular, campaigning for children’s rights, unaccompanied and refugee minors, educational poverty, children’s rights perspective on emergency.
In all areas, the active participation of students is considered an essential element of teaching, especially in the expert seminars and during the practical exercises in class. A field visit to a Save the Children project will be organized at the end of the course.

Study materials will be made available to students on the Moodle platform during the course. Materials will include slides of the lectures, and a selection of Save the Children publications, essays, reports to the CRC Committee.
