Syllabus
Prerequisites: Simple notions of Italian administrative system and basic knowledge of the organization of local authorities and public administration.
Target skills and knowledge: The course aims to provide students with the necessary knowledge about the approaches and goals of planning - as stated in the Italian legislation system, and according to the evolution of planning theory and disciplinary debate -, the relevant institutional actors operating for the territorial government and thus the specific instruments provided in our country.
By paying attention to the processes of transformation of the settlement system and highlighting peculiar dynamics and problems, the course will illustrate causes and modes in which different administrative levels assumes control of the territorial change processes.
It will focusing about to the legislative framework of the territorial government of the Veneto Region, with specific references to the features of settlement in the region (characterized by sprawl and small and medium-sized enterprise organization and dynamics, for instance); to the various issue that planning system is called to manage, providing guidelines and rules; to new political and economic objectives such as soil consumption containment, landscape conservation and sustainability,
Examination methods: To be defined
Assessment criteria: The final evaluation will take into account the understanding and knowledge of the topics discussed: particularly, it is expected that students know the most relevant aspects of planning regulations and show acquired competence to "handle" requirements of urban planning at different scales, to understand consequently their effects and impacts on projects and practices.
Course unit contents: The course will be divided according to the following modules of topics and issues
1 CFU / ECT: Presentation of the course. General introduction on key urban issues, with particular attention paid to the nature and features of the processes of development and transformation of the city and the region.
Students will be stimulated to consider the consequent and intertwined need to manage the urban and territorial changes by shared rules and public regulation.
2 CFU/ECTS: Historical overview on the evolution of the discipline and theoretical framework. Notes on the evolution of the city from its origins to the Industrial Revolution and the succeeding practices for the "construction" of the environment. The insurgency of the "urban technique" and the definition of its objectives and its tools.
3 CFU/ECTS: The main assumptions of Western European planning regulation. Planning at multiple institutional levels and at different territorial scales. Forecast. Social demand and requirements. Zoning. Building rules. Public facilities and the Italian "standard urbanistico".
4 CFU/ECTS: Basic outlines of Italian national planning legislation. The evolution by Law 1150/1942 to Law 457/1978. Emerging issues in the years of development and during the following crisis, the regulatory solutions proposed and implemented to plan the city and relaunch the growth.
5 CFU/ECTS: Some relevant and unsolved issues faced by the the political and scientific debate about the legislative framework (real estate; efficiency of the urban organization, quality of urban life; maintenance and conservation of heritage; environmental protection; sustainable development; government-governance). Consequences on public policies and their impacts on private and public practices.
6 CFU/ECTS: The transition to the regional government and planning. The effects of Presidential Decree 616/1977, and the Regione del Veneto planning rules (LR 61/1985 and LR 11/2004). The regional peculiar features of the settlement organization and the social and economic system; regional strategies and policies for the social and economic development.
Planned learning activities and teaching methods: The course consists of frontal lessons held in class.
Additional notes about suggested reading: Students are strongly encouraged to attend classes. During lessons bibliographic references related to specific topics will be provided.
Students are also invited to take confidence with some planning instruments and then exercise with reading and understanding different prescriptive contents of plans at different (regional, provincial and municipal) scales available online, in some institutional sites.
