Syllabus
Prerequisites: Knowledge of the basic course of Public finance will of course be useful.
Target skills and knowledge: By attending lectures students will be able to understand aims and (likely) effects of some "modernization" processes occuring in recent years in the Italian public administration (State, Regions and Local Governments). On some topics will be held seminars, which are intended to prompt the students' ability to deeply examine and to expose an argument.
Examination methods: Oral examination plus a seminar on a specific topic agreed with the teacher.
Assessment criteria: The final score is the average of the score of the oral examination and of the evaluation of seminars.
Course unit contents: The course is mainly concerned with increasing efficiency and effectiveness in public administration and reducing the growth of public expenditures. These policies are extremly important since they may have a relevant impact on economic growth, the country's competitiveness, the sustainability of the public budget as prescribed by the Stability and Growth Pact. Focus will be on the latest years reforms, including reforms in progress, whose ultimate target is to boost efficiency and effectiveness of public spending.
Planned learning activities and teaching methods: Lectures and seminars.
Additional notes about suggested reading: Because of the peculiar approach of the course, no textbook covers the topics adequately. Papers and documents useful to highlight the lectures' topics will be handed by the teacher during lectures and/or by e.mail. Attending lectures is strongly recommended.
