Syllabus
Prerequisites:
Target skills and knowledge:: Attending lectures students will be able to understand aims and (likely) effects of some "modernization" processes occuring in recent years in the Italian public administration (State, Regions and Local Governments).
Course unit contents: The course is mainly concerned with increasing efficiency and effectiveness in public administration and reducing the growth of public expenditures. These policies are extremly important since they may have a relevant impact on economic growth, the country's competitiveness, the sustainability of the public budget as prescribed by the Stability and Growth Pact. Focus will be on the latest years reforms, including reforms in progress, whose ultimate target is to boost efficiency and effectiveness of public spending.
Planned learning activities: 1. The huge burden of public expenditure on the national economy
2. The need for efficiency in public spending
3. Constraints on the public budget stemming from the European Stability and Growth Pact
4. The budget process in Italy
5. The reform of budget and accounts of State, Regions and Local Governments
6. The Spending Review as an instrument to increase efficiency of public expenditures
7. Horizontal and targeted cuts to the public budget: different effects and effectiveness
8 The reform of fiscal federalism in Italy as a further step towards efficiency and effectiveness of local public expenditure
9. The implementation of Act 42/2009: ambitious targets, uncertain results
10. The rationalization of the Public Administration through the suppression, pooling and/or ri-organization of various bodies.
Textbooks: Papers and documents useful to highlight the lectures' topics will be handed by the teacher during lectures and/or by e.mail.
Teaching methods: Lectures and seminars. Students will take part in seminars on specific topics.
Assessment criteria: Oral examination and evaluation of seminars.
