Syllabus
Prerequisites: Basic skills on Agri-food Microeconomics are needed. Consequently students are invited to have already obtained the Principi di Economia mark.
Target skills and knowledge: Theoretical and applied knowledge and understanding: The course provides students a framework helping them to critically analyze the evolution of the objectives of the common agricultural policy (CAP) and of the public farm support policies under CAP. Particular emphasis will be placed on the meat and dairy sector. Students will be able to evaluate the impact of current CAP measures and schemes on consumers, farmers and society needs, on domestic agro-food markets and on international trade.
Examination methods: Written exam. The following oral discussion is not mandatory.
Assessment criteria: The final exam will evaluate student's skills on common agricultural policy analysis as well as their ability in the case-study analysis. Their their communication, making judgment and critical thinking skills will be particularly taken into account while evaluating the student.
Course unit contents: Credits:
1) European Union (EU) Institutions, the organisation and the evolution of the decision-making processes. The most relevant Treaties.
2) Reasons underlying the public intervention in agriculture. The Common Agricultural Policy (CAP): objectives and its evolution over time. EU overall budget, CAP funding and different EU countries contribution and benefit.
3-5) Evolution of the Common market organizations policies along time: from price support-based policies to the CAP 2014-2020. A focus on meat and dairy sector. WTO and international trade issues. The future of the CAP.
6-7) From structural policies to rural development programs. Agro-environmental policies and the multifunctional role of agriculture.
8) Seminars and practical lectures from farmers' consultants on how to apply for first and second pillar CAP provisions..
Planned learning activities and teaching methods: Theoretical lectures, direct regulations analysis, discussion on impact evaluations of legislative proposals Teaching approach aiming at training students to refer and access to the primary regulation sources. lectures will be complemented with operational lectures from farmers' consultants.
Additional notes about suggested reading: Teaching materials will be provided to students during the course on the moodle platform https://elearning.unipd.it/scuolaamv/. The password will be provided them at the beginning of the semester.
Students may personally contact me at the end of each lecture, under appointment via e-mail or during the students-individual tutoring time. The latter will be scheduled at the beginning of the semester.
